Odisha Assembly Passes Appropriation Bill 2025 Amid Opposition Walkout

The Odisha Assembly on Saturday passed the Appropriation Bill, 2025, allowing the state government to spend ₹2.90 lakh crore from its consolidated fund for the financial year 2025-26. The passage of the bill took place amid a walkout by the opposition BJD and in the absence of suspended Congress MLAs.

This marks the first full budget of the BJP-led government, which was presented by Chief Minister Mohan Charan Majhi on February 17, 2025. Addressing the House, Majhi emphasized that no funds can be withdrawn from the consolidated fund of Odisha except under a law passed as per constitutional provisions.

He further stated that two key aspects were considered in the budget’s formulation:
The size of the budget
Fiscal discipline

Despite the opposition’s protest, the ruling government successfully secured the passage of the Appropriation Bill, paving the way for financial allocations in the upcoming fiscal year.
