Odisha Unveils Draft EV Policy 2025 to Become Electric Mobility Hub

Bhubaneswar, Sep 10 — The Odisha Government on Wednesday unveiled the draft “Odisha Electric Vehicle Policy, 2025”, with a vision to transform the state into an EV hub by promoting large-scale adoption, developing charging infrastructure, and boosting research and innovation in sustainable mobility.

Commerce and Transport Secretary Usha Padhee said the draft policy aims to accelerate EV adoption, generate green jobs, and foster climate-friendly growth. Suggestions from stakeholders and the public will be accepted within 30 days of its notification in the Odisha Gazette.

Odisha’s first EV Policy (2021) had targeted 20% EV adoption by August 2025, but so far, adoption has reached only 8.8%. “To bridge these gaps and support the next phase of sustainable mobility, a revised and expanded framework is essential,” Padhee said.

The draft policy aligns with the state’s Vision 2036 and Vision 2047, which aim for 70% EV and alternative fuel vehicle sales by 2036 and 80% by 2047.

Key provisions of the EV Policy 2025:

  • All government vehicles to be replaced with EVs within six months of notification.
  • Tourism sector: EVs mandatory for shuttle services at tourist sites; pedal or solar-electric boats at boating spots within 12 months.
  • Education sector: Schools and institutions encouraged to adopt electric buses within a year.
  • Emergency services: Government ambulances and PCR vans to switch to EVs within 12 months.
  • Charging infra: Fast-charging stations at all fuel pumps on state/national highways and OSRTC bus stations; supported by Viability Gap Funding (VGF) for five years.
  • R&D boost: At least three Centres of Excellence (CoEs) for EVs, charging networks, and hydrogen tech, plus new incubation centres for EV startups.
  • Ease of business: A single-window portal for charging infra approvals.

The policy will remain in force until December 31, 2030, providing a comprehensive roadmap to scale up EV adoption and position Odisha as a national leader in sustainable transport.
