Odisha to Transform Primary Education Standards

Odisha to Upgrade All Government Primary Schools to Model Schools

Bhubaneswar, Jan 22 : The Odisha government has approved an ambitious plan to upgrade all government-run primary schools in the state to model schools under the Godabarish Mishra Adarsh Prathamik Vidyalaya (GMAPV) scheme. This decision, aimed at enhancing the quality of education and fostering holistic development, was approved by the state cabinet chaired by Chief Minister Mohan Charan Majhi.

The initiative will establish model primary schools across 6,794 panchayats in Odisha, with an estimated financial outlay of ₹11,939 crore over five years, from 2024-25 to 2028-29. The cost per school is projected to range from ₹1 crore to ₹4 crore, depending on enrollment figures.

“The actual expenditure will be determined by the detailed project report (DPR),” the Chief Minister stated while addressing the media after the cabinet meeting. In its first phase, the project will focus on setting up model schools in 114 panchayats.

The upgraded schools aim to improve access to education, deliver quality learning, and align with the objectives of the Right to Education (RTE) Act 2009, the National Education Policy (NEP) 2020, and the NIPUN Odisha program. These benchmarks are designed to enhance foundational literacy and numeracy (FLN) skills.

The initiative is expected to create inclusive learning environments and establish benchmark institutions, ensuring quality education for children across the state.
