Odisha Cabinet Approves ₹14,182-Crore ‘B-MAAN’ Scheme to Boost Aviation Sector

In a major push to strengthen its aviation infrastructure, the Odisha government has approved the ‘B-MAAN’ (Building and Management of Aviation Assets and Network) scheme with a total outlay of ₹14,182 crore, aiming to transform the state into a leading aviation hub in eastern India, officials said.
The decision was taken at a Cabinet meeting chaired by Chief Minister Mohan Charan Majhi, held on Saturday evening. Announcing the approval, Chief Secretary Manoj Ahuja said the scheme is a comprehensive umbrella programme designed to integrate all aspects of aviation development under one framework.
“The B-MAAN scheme envisions enhancing connectivity, developing new airports and airstrips, modernising existing infrastructure, and fostering aviation-linked industries,” Ahuja stated. “It is expected to position Odisha as a major aviation hub under the inclusive vision of ‘Aviation for All’,” he added.
Under the scheme, the government plans to develop regional air connectivity, support cargo and maintenance facilities, and promote skill development in the aviation sector. The initiative also aims to attract private investments and improve air accessibility to remote and industrially significant regions of the state.
Officials said the project aligns with the government’s broader goal of boosting tourism, trade, and economic development while creating employment opportunities across multiple sectors.
