NCST Takes Suo Motu Cognizance of Tribal Protest Tragedy in Odisha’s Sundargarh District

The National Commission for Scheduled Tribes (NCST) has taken suo motu cognizance of a tragic incident that occurred on April 19, 2025, in Barkani village, located in Sundargarh district, Odisha, where a tribal villager lost his life during a protest.

The protest was staged by local tribal residents opposing the proposed railway line construction by the Rourkela Steel Plant, a unit of the Steel Authority of India Ltd (SAIL), extending from Barkani to Dumertha. Tensions escalated when, in a deeply unfortunate turn of events, a protester was reportedly run over by a JCB machine, resulting in the individual’s death and sparking unrest in the area.

In response, the NCST has sought accountability and immediate clarification, issuing formal notices to the District Collector, the Superintendent of Police, and relevant SAIL officials. The Commission has demanded a detailed factual report along with a comprehensive action taken report regarding the incident and the response by local authorities.

The Commission emphasized its concern over the safety and rights of tribal communities, particularly in matters involving displacement, infrastructure development, and industrial expansion. It reiterated the importance of ensuring due process, community consultation, and adherence to laws protecting tribal rights.

The NCST’s intervention comes amid growing calls for justice and transparency from civil society groups and tribal rights organizations. The Commission’s report is expected to shed light on the incident and guide necessary corrective actions
