Odisha Charts Ambitious Aviation Roadmap, Reviews Key Projects

Bhubaneswar, Dec 7: The High Power Committee on Aviation, chaired by Odisha Chief Secretary Manoj Ahuja, met on Saturday to push forward the State’s long-term aviation vision—developing 15 fully operational airports by 2047. The initiative forms a central part of the broader Vision of Vikshit Odisha 2036–47, aiming to significantly expand regional, domestic, and international air connectivity.

In its fourth meeting, the Committee assessed emerging opportunities in the aviation sector and discussed strategies to fast-track infrastructure development, enhance connectivity, and build a supportive policy framework.

One of the key focus areas was the formulation of a dedicated policy to promote Flight Training Organisations (FTOs) in Odisha. The move is intended to strengthen the talent pipeline for aviation services and support industry growth. The panel also reviewed the ongoing development of the Aviation Centre at Dhenkanal, envisioned as a major hub for training and capacity enhancement.

Deliberations included the drafting of a comprehensive State Aviation Policy to streamline regulatory processes, attract private investment, and ensure balanced growth across the aviation ecosystem. The committee also explored the proposal to designate aviation manufacturing and MRO (Maintenance, Repair & Overhaul) units as a Thrust Sector under the Industrial Policy Resolution—an effort aimed at fortifying the aviation value chain and drawing new industries to the State.

Additionally, members discussed the creation of a new Destination Policy to boost general air connectivity, including improved small aircraft services for remote and underserved regions.

Significant project updates were reviewed, including progress on various airports and airstrips and the upcoming Greenfield International Airport at Puri. Connectivity improvements to Rourkela and Jharsuguda were also examined.

Chief Secretary Ahuja emphasized the need for strong inter-departmental coordination, timely project execution, and proactive planning to position Odisha as a leading aviation hub in eastern India, unlocking new avenues for tourism, trade, and investment.
