Odisha’s Vision Documents to Illuminate Path to ‘Viksit Bharat’: CM Majhi
Bhubaneswar, May 24 – Odisha Chief Minister Mohan Charan Majhi announced the state’s ambitious Vision 2036 and Vision 2047 documents aimed at building a prosperous, developed, and proud Odisha—a ‘Viksit Odisha’ contributing meaningfully to a ‘Viksit Bharat.’ He made the announcement during the Governing Council meeting of NITI Aayog held in Delhi on Saturday.
The Vision documents represent a comprehensive, actionable, and inclusive roadmap for Odisha’s future, shaped by feedback from over 3.2 lakh citizens via an online portal and refined with the help of artificial intelligence (AI). The Chief Minister revealed that the Vision Documents will be officially launched on June 12, with him personally overseeing their implementation.
“Our vision is already in motion,” Majhi said, highlighting key priorities such as bringing all cultivable land under irrigation to boost agricultural productivity and farmers’ incomes, as well as driving rapid urbanization to spur economic growth.
He emphasized Odisha’s commitment to developing world-class infrastructure—roads, railways, and air connectivity—with support from the central government. The state also plans to leverage its long coastline by developing port-based Special Economic Zones (SEZs) to integrate into the global value chain, stimulate economic growth, and create employment opportunities.
Majhi further underscored efforts to attract investments in textiles, garments, food processing, and emerging industries to generate large-scale employment. The Chief Minister shared the state’s economic aspirations: reaching a USD 500 billion economy by 2036 and USD 1.5 trillion by 2047.
Noting India’s position as the fastest-growing major economy, growing at 6.5% in 2024-25, Majhi said Odisha outpaced this with a 7.2% growth rate, driven by the state’s double-engine government approach.
Highlighting ongoing flagship initiatives such as PM USHA, PM SHRI, Mamata-PMMVY, NEP 2020, and PM-JAY, Majhi stressed Odisha’s focus on inclusive development. The centenary of Odisha’s formation in 2036 and India’s independence in 2047 mark milestone years in the Vision documents.
The state is rapidly emerging as a hub for IT-enabled Services (ITeS) and Global Capability Centres (GCCs), with increased budget allocations for education and health sectors to nurture skilled, healthy future citizens.
Majhi also celebrated women’s empowerment through the Subhadra Yojana, which has benefited over 1 crore women with direct financial assistance exceeding Rs. 10,000 crore. Odisha leads the country with over 16 lakh ‘Lakhpati Didis’—women earning more than Rs. 1 lakh annually.
The Chief Minister pointed to Odisha’s status as the leading investment destination in eastern India, reaffirmed by the Make in Odisha Conclave. The recent Utkarsh Odisha Conclave attracted 593 proposals worth Rs. 16.73 lakh crore across 20 sectors, promising employment for nearly 13 lakh people—surpassing investments from the previous three conclaves combined.
To boost infrastructure, Odisha has introduced a progressive road policy and established a State Highways Authority modeled after the National Highways Authority of India (NHAI).
Majhi reiterated Odisha’s urbanization goals: increasing the urban population from 17% currently to 40% by 2036 and 60% by 2047. A sprawling 7,000 sq km metropolitan region is being developed around key cities including Bhubaneswar, Khurda, Jatni, Cuttack, Paradip, and Puri, with similar plans for other growth centers.
He concluded by highlighting Odisha’s commitment to innovation, with dedicated budgetary support for DeepTech and frontier technologies such as Artificial Intelligence (AI), robotics, and biotechnology.
The Vision documents set a clear, ambitious roadmap for Odisha’s journey toward becoming a vibrant and prosperous state, aligned with the nation’s vision of a developed India.
