Odisha Directs All ULBs to Install CCTV for Improved Staff Accountability
Bhubaneswar, Apr 15 – In a bid to strengthen transparency, discipline, and citizen-centric governance, the Odisha government has directed all Urban Local Bodies (ULBs) across the state to install CCTV surveillance systems within their office premises.
The directive aims to closely monitor staff conduct and improve the quality of public interactions at the grassroots level. Director Municipal Administration (DMA) Arindam Dakua has been tasked with ensuring the implementation of the CCTV surveillance systems and monitoring compliance across all ULBs.
Housing and Urban Development Secretary Usha Padhee, speaking on Tuesday, said the move is part of a larger push to foster a “citizen-first” culture in governance. “The time has come for a cultural shift in governance — one that reflects integrity, responsiveness, and efficiency,” she stated.
Padhee emphasized that punctuality and professional behaviour must be treated as essential and non-negotiable, with flexibility granted only in rare and justifiable cases. Recognizing the efforts of some Executive Officers (EOs) in maintaining punctuality, she called for uniform dedication from all staff working under ULBs.
To further strengthen workplace discipline and ensure accountability, Padhee also urged immediate implementation of biometric attendance systems in all ULBs. She encouraged Executive Officers to lead by example and drive change at the local level.
The initiative is expected to boost the timely delivery of public services, reinforce citizens’ trust in local administration, and institutionalize discipline in urban governance across the state.
