Odisha Signs Pact with BISAG-N to Develop Comprehensive State Master Plan

The Odisha government on Friday signed a memorandum of understanding (MoU) with the Bhaskaracharya National Institute for Space Applications and Geo-informatics (BISAG-N) to prepare a comprehensive Odisha State Master Plan under the PM Gati Shakti National Master Plan, officials said.

The agreement, signed by the state’s commerce and transport department, aims to enable integrated infrastructure planning, improved utilisation of geo-spatial data, and coordinated development across departments. The initiative is expected to streamline project implementation and enhance digital governance across the state.

Chief Secretary Manoj Ahuja, Development Commissioner-cum-Additional Chief Secretary Anu Garg, and senior officials attended the signing ceremony.

“This collaboration marks a significant leap towards integrated infrastructure planning and improved digital governance for a future-ready Odisha,” said Usha Padhee, Principal Secretary of the commerce and transport department.

The partnership with BISAG-N is anticipated to help Odisha strengthen connectivity, boost economic growth, and create a unified digital framework for future developmental planning.
