Odisha Unveils Quad City Programme to Boost Global Competitiveness

Bhubaneswar, Sept 2 : The Odisha Government has launched an ambitious Quad City Programme aimed at transforming the state’s major cities into engines of economic growth and global competitiveness.

The initiative seeks to create integrated economic regions by clustering cities that play a key role in Odisha’s GDP. The first such zone will connect Bhubaneswar, Puri, Cuttack, and Paradip, offering a unique blend of administration, culture, commerce, and port-driven trade.

Another cluster will link Sunabeda, Koraput, Bargarh, and Sambalpur, while the northern region will be anchored by Rourkela and Barbil (Keonjhar) as key hubs.

To complement this vision, the government has also rolled out the Samruddha Sahar initiative, which focuses on developing the Bhubaneswar–Cuttack–Puri–Paradip Economic Region (BCPPER) as a vibrant urban-industrial corridor to accelerate growth.

Future expansions include corridors such as Sambalpur–Jharsuguda–Bargarh, Koraput–Sunabeda–Jeypore, and Keonjhar–Joda–Barbil. Additionally, eight more cities—Angul, Balangir, Bhadrak, Vyasnagar, Keonjhar, Baripada, Rayagada, and Rourkela—are planned to be developed as model cities around major industrial hubs.

Principal Secretary of the Housing & Urban Development Department, Usha Padhee, said the Quad City Programme, together with Samruddha Sahar, aims not only at urban expansion but also at boosting industrial opportunities and inclusive development.
“These initiatives will provide a framework for balanced regional growth while strengthening Odisha’s role in the national and global economy,” she noted.

The projects are being coordinated by an internal committee and the State Policy Commission to ensure effective implementation and strategic planning. With interconnected economic zones and sustainable urban-industrial corridors, Odisha is preparing its cities to become future-ready hubs of innovation, trade, and prosperity.
