Odisha Sets Ambitious Roadmap to Become India’s Growth Engine by 2047

Bhubaneswar, Aug 21 : Odisha has set its sights on emerging as a growth engine for India by 2047, Chief Secretary Manoj Ahuja said on Thursday while addressing a State-level workshop on Key Performance Indicator (KPI) Development for “Viksit Odisha – Vision 2036 & 2047.”

Speaking at the event, Ahuja said the vision document, unveiled recently by Prime Minister Narendra Modi in the presence of Chief Minister Mohan Charan Majhi, charts an ambitious and transformative roadmap for Odisha’s development. He stressed that the state is poised to play a pivotal role in driving India’s growth trajectory over the next two decades.

Underscoring the importance of a growth mindset and collective responsibility, the Chief Secretary noted that the success of Viksit Odisha will depend on effective accountability, robust monitoring systems, and relevant KPIs. A high-frequency, data-driven Chief Minister’s Dashboard will serve as the cornerstone for tracking progress, he added.

“To ensure both strategic leadership and technical expertise, each designated Anchor Department has formed a three-member team comprising the Departmental Secretary, the Nodal Officer for Viksit Odisha – Vision 2036 & 2047, and another senior officer for programmatic and technical support,” Ahuja said.

During the workshop, Additional Chief Secretaries, Principal Secretaries, and Commissioner-cum-Secretaries emphasized the importance of departmental ownership, convergence, and collaboration in developing effective KPIs.

The Strategic Support Unit (SSU), Office of the Chief Secretary, led by Under Secretary Ansuman Rath, presented a four-tier KPI framework—Outcomes, Outputs, Processes, and Sub-processes—along with a dedicated KPI Development Toolkit.

The workshop, organized by the Planning and Convergence Department in collaboration with the SSU, concluded with detailed deliberations on key takeaways, next steps for KPI finalization, and their integration into the Chief Minister’s Dashboard.
