Odisha Boosts Transparency in Land Registration

All Tehsils in Odisha to Have Sub-Registration Offices: CM Majhi
Bhubaneswar, Nov 1 – Chief Minister Mohan Charan Majhi on Friday announced that sub-registration offices will be established in all tehsils across Odisha in a phased manner, ensuring easier access to land-related services for citizens.
Inaugurating 44 new sub-registration offices across 13 districts, Majhi said all such offices are now under Smart Surveillance through CCTV monitoring to ensure punctuality and transparency. He said the initiative has been instrumental in making registration offices corruption-free and curbing the influence of middlemen.
“Availing government services is the right of every citizen. I urge all revenue department employees to deliver services with dignity, respect, and efficiency,” the Chief Minister said.
Out of the state’s 317 tehsils, 217 already had sub-registration offices. With the inauguration of 44 more today, the remaining 56 will be opened by the end of this year.
Majhi highlighted that in the past 16 months, the state government has introduced several administrative reforms to make governance more transparent, accountable, and people-centric. “Our goal is to bring administration closer to people’s doorsteps using technology,” he added.
He noted that citizens can now avail of 433 online services from 32 departments, with the recently launched e-Registration mobile app enabling slot booking for land registration and easy access to documents such as Encumbrance Certificates.
“The objective is to make public services accessible, convenient, and transparent,” Majhi said, adding that the opening of sub-registration offices in every tehsil will save travel time and cost, ensure timely registration, facilitate easy mutation, and improve revenue collection.
The Chief Minister also lauded the department for delivering over 2.18 crore online services and allotting house site pattas to more than 25,000 homeless families.
Revenue Minister Suresh Pujari, speaking at the event, said the government has taken multiple measures to simplify land sale and purchase procedures, update revenue records, encourage cashless transactions, and speed up land title issuance.
He added that tehsil and sub-registration offices are now coterminous, allowing citizens to access all land-related services under one roof. In a major relief, Pujari announced the lifting of the long-standing restriction on selling part plots, enabling easier and faster property transactions.
District Collectors, Additional Collectors, Sub-Collectors, Tahasildars, and Sub-Registrars from 13 districts attended the event virtually.
