COAI Urges Equal Regulatory Compliance for Internet Calling Apps

The Cellular Operators Association of India (COAI) has called for internet calling and messaging applications, such as WhatsApp, Google Meet, and Telegram, to adhere to the same regulatory requirements as traditional telecom operators. This statement emphasizes the need for equal compliance under the newly enacted Telecommunications Act 2023.

In a recent announcement, COAI, which represents major telecom operators including Reliance Jio, Bharti Airtel, and Vodafone Idea, argued that it is misleading to seek an exemption for over-the-top (OTT) communication services from the Act. The association highlighted that while OTT apps are governed by specific regulations, telecom operators are subject to a range of other non-sectoral rules as well.

“COAI would like to state that the ‘Security of the Country’ is of utmost importance and in this regard, all communication service providers, including OTT-based communication services, should adhere to the requisite directives of the country as done by the Telecom Service Providers,” said COAI Director General SP Kochhar.

The call for regulatory parity is rooted in concerns over national security and the need for comprehensive oversight across all communication platforms. COAI’s stance underscores the growing debate over the regulatory framework governing emerging technologies and the responsibilities of various service providers in ensuring compliance with national security measures.

The Telecommunications Act 2023 aims to modernize and streamline regulations for the telecom sector, reflecting the evolving landscape of digital communication. As the industry adapts to these new rules, the COAI’s push for uniform regulations across both traditional telecom and OTT platforms highlights the broader issues of governance and security in the digital age.

The call for equal regulatory treatment is expected to spark further discussions among policymakers, industry stakeholders, and the public, as the balance between innovation and regulation continues to shape the future of communication services in India.
