National Conference on “Good Governance Practices” Inaugurated in Bhubaneswar


Union MoS Dr. Jitendra Singh and Odisha CM Mohan Charan Majhi stress citizen-centric, tech-driven governance

Bhubaneswar, July 17 : A two-day National Conference on “Good Governance Practices” was inaugurated today in Bhubaneswar by Union Minister of State (Independent Charge) Dr. Jitendra Singh and Odisha Chief Minister Mohan Charan Majhi. The conference, organized by the Department of Administrative Reforms and Public Grievances (DARPG) in collaboration with the Odisha Government, will be held from July 17-18 and focuses on innovative and citizen-centric governance models.

The event’s theme, “Good Governance Practices,” aims to spotlight transformative initiatives that have received the Prime Minister’s Awards for Excellence in Public Administration. Over 400 delegates, including senior bureaucrats, district collectors, and award-winning civil servants, are participating in the conference.

In his inaugural address, Dr. Jitendra Singh highlighted the unprecedented governance reforms initiated under Prime Minister Narendra Modi’s leadership. “Out of the 41 good governance conferences held since Independence, 29 have taken place during the Modi era, reflecting a strong commitment to reform,” he said.

Dr. Singh emphasized four key dimensions of Modi-led reforms: revolutionary shifts from outdated practices, grassroots socio-economic impact, transformation in public mindset fostering self-confidence and trust, and globally recognized digital initiatives like CPGRAMS and the Digital Life Certificate. He also noted that over 1,600 obsolete laws have been repealed to enhance administrative efficiency.

Pointing to the exponential rise of India’s Unified Payments Interface (UPI), which has overtaken global payment systems like VISA in usage, Dr. Singh stressed the government’s emphasis on digital empowerment and breaking from status quo governance.

Odisha CM Mohan Charan Majhi reaffirmed his government’s commitment to people-centric and technology-driven governance. “Good governance is not the prerogative of a few, but the right of every citizen and the solemn duty of every public servant,” Majhi said. He underlined Odisha’s strides in areas such as disaster resilience, inclusive development, citizen services, and data-driven policy-making.

V. Srinivas, Secretary, DARPG, said the conference complements the Civil Services Day 2025 theme—“Holistic Development of India through Holistic Development of Districts and Blocks.” He noted that young civil servants are emerging as change-makers across districts, reflecting the new governance paradigm.

Over 20 prominent speakers are scheduled to present successful case studies during the conference, showcasing scalable models in public service delivery, digital transformation, and inclusive growth. The event aims to promote collaborative learning and cross-institutional innovation among public administrators nationwide.

The conference is expected to serve as a platform for sharing best practices and reinforcing the government’s commitment to building a “Viksit Bharat” through effective governance.
