CAG Flags ‘Serious Loopholes’ in Odisha’s CCTNS Implementation
The Comptroller and Auditor General (CAG) of India has identified serious lapses in the implementation of the Crime and Criminal Tracking Network System (CCTNS) in Odisha.
The findings emerged from an IT audit conducted by the CAG, which assessed the performance and effectiveness of the system from its inception in 2013 until March 2023. The report was laid before the Odisha Assembly on Wednesday evening.
The audit highlighted privacy breaches and significant procedural lapses in investigation and prosecution. Among the issues noted was the preparation of charge sheets by officers not designated as investigating officers (IOs), raising concerns over the legality and integrity of certain cases.
The CAG’s report underscores the need for stricter compliance, robust training, and enhanced oversight to ensure that the CCTNS — designed to streamline crime tracking and strengthen law enforcement — functions effectively and safeguards citizens’ data.
Officials from the state government are expected to respond to the report and propose corrective measures in the coming weeks.
