Odisha Targets 500 Million Tonne Port Capacity by 2047: CM Majhi Unveils Maritime Vision

Bhubaneswar, Oct 27 : Odisha Chief Minister Mohan Charan Majhi on Sunday announced that the state’s total port capacity will expand to 500 million tonnes by 2047, setting the stage for a new era of maritime-led industrial and economic growth.

Unveiling Odisha’s Maritime Vision 2047 at India Maritime Week 2025 in Mumbai, Majhi said the state’s strategic coastal advantage is driving its emergence as a major hub along India’s Eastern Maritime Corridor.

“With Paradip, Dhamra, Gopalpur, and upcoming ports at Astaranga, Jatadhari Muhan, Subarnarekha, and Bahuda, we are expanding Odisha’s total port handling capacity to 500 million tonnes annually, supported by three major ship anchor points,” Majhi said.

He emphasized that Odisha is committed to building a port-led and port-based economy, transforming ports into “engines of trade, industry, and employment” that will power India’s growth over the next 25 years.

The event, hosted by the Ministry of Ports, Shipping and Waterways and organized by the Indian Ports Association (IPA), brought together delegates from over 100 countries, including policymakers, industry experts, and investors.

During a special Odisha session, the Chief Minister invited global industry leaders to explore investment opportunities in the state’s rapidly expanding maritime and coastal ecosystem. He highlighted Odisha’s vision to develop a modern, sustainable, and globally competitive maritime network, backed by policy stability, infrastructure growth, and private sector participation.

Majhi announced key upcoming projects, including the Bahuda Port with an investment of ₹21,500 crore, a Shipbuilding and Repair Cluster worth ₹24,700 crore at Mahanadi Mouth, and a Puri Cruise Terminal, all expected to redefine Odisha’s coastal economy and strengthen global trade linkages.

The Chief Minister also revealed plans to develop 14 non-major ports and expand the state’s maritime roadmap to include tourism, cruise development, and blue economy initiatives along the Bay of Bengal.

Guided by the vision of Purvodaya and Atmanirbhar Bharat, Majhi assured investors of fast-track clearances, investor-friendly policies, and robust logistics connectivity to enable seamless maritime growth.

A series of Memorandums of Understanding (MoUs) were signed during the event, including:

  • ₹500 crore MoU between the Odisha Commerce & Transport Department and Indian Ports Association for a new Cruise Terminal.
  • ₹100 crore MoU between Paradip Port Authority (PPA) and Odisha Maritime Board for an International Cruise Terminal at Puri.
  • ₹21,500 crore MoU among PPA, Odisha Maritime Board, and Sagarmala Finance Corporation Ltd. for developing an all-weather Satellite Major Port at Bahuda Muhana, Ganjam.
  • ₹22,700 crore MoU between PPA and Odisha Maritime Board for establishing a National Mega Shipbuilding Cluster in Odisha.
  • Additional MoUs were signed with IPRCL for a Maritime Museum and four-lane road, and with IFFCO for enhanced cargo movement.

The state also received major industrial investment proposals, including Reliance Consumer Ltd’s plan to set up a ₹938 crore manufacturing facility for biscuits, beverages, juices, and confectionery in Khordha, and Jain Metals’ ₹2,100 crore Titanium Metal and Dioxide plant in Ganjam district.

With these initiatives, Odisha is positioning itself as India’s eastern maritime powerhouse, leveraging its 480-km coastline to drive industrial expansion, trade, and global connectivity.
