Odisha Sets 11 GW Green Energy Target by 2030, Announces Major Push for Hydrogen & Solar

Bhubaneswar, Nov 19: Odisha is gearing up for a major clean energy transition, aiming to achieve 11 GW of green energy capacity by 2030, Deputy Chief Minister K.V. Singh Deo said on Tuesday. Speaking at the Eastern India Clean Energy Summit, themed “Powering Eastern India’s Net-Zero Transformation”, Singh Deo outlined the state’s aggressive renewable roadmap and industry-friendly initiatives.

Singh Deo said Odisha is extending strong support to industries adopting clean energy pathways and is making significant investments in Green Hydrogen and Green Ammonia. The state government has recently cleared 53 green energy projects, adding up to 2,000 MW, with a total investment commitment of ₹13,422 crore.

Highlighting support for households under the PM Surya Ghar: Muft Bijli Yojana, Singh Deo said Odisha is offering ₹60,000 additional assistance per household, over and above the Centre’s ₹76,000 subsidy, targeting 3 lakh households across the state.

To tackle land constraints, he said alternative renewable solutions—rail-top and canal-top solar installations—are being explored to optimize space for solar generation.

Organised by ASSOCHAM, the summit showcased Odisha’s commitment to emerging as a national clean energy hub.

Industry Minister Sampad Chandra Swain said the state is entering “a new era of growth defined by clean energy, responsible industries, and modern manufacturing.” He cited benefits under the Odisha Renewable Energy Policy 2022, which include long-term waivers on electricity duty, wheeling charges, cross-subsidy surcharge, and land fees for green hydrogen and ammonia initiatives.

Swain said Odisha has already approved 16 major green hydrogen and ammonia projects worth over ₹2 lakh crore, with investors such as JSW, ReNew, Avaada, Waaree, ACME, Welspun, Sembcorp, L&T Energy Greentech, INOX Wind, Himadri and Quant Solar onboard.

In his address, Principal Secretary (Energy) Vishal Kumar Dev presented the state’s transmission expansion roadmap, noting that Odisha will require ₹30,000 crore for strengthening transmission capacity by 2035, with ₹25,000 crore needed in the next five years alone.

Additional Chief Secretary (Industries) Hemant Sharma underlined Odisha’s strong renewable potential, stating that while the state contributes 3% of India’s GDP, it accounts for 6% of the national carbon footprint, underscoring the urgency of clean energy adoption.

ASSOCHAM Chairman Prabodh Mohanty called sustainability “a necessity, not an option,” and said Odisha’s mineral-rich economy is increasingly aligning with global supply chain expectations for cleaner production.

The summit concluded with a call for deeper collaboration between the government, industries, academia, and development partners to build a greener and more prosperous Odisha.
