Pandian, a former IAS officer from Tamil Nadu, earned widespread admiration in Odisha for his dedication and innovative ideas to uplift the state. His instrumental role in promoting sports, particularly hockey, has earned him immense popularity.

In November 2023, Pandian transitioned from bureaucracy to politics, assuming leadership roles within the ruling Biju Janata Dal (BJD). As the chairman of 5T, a transformative initiative backed by Patnaik, Pandian wields considerable influence over policy decisions and governance.

Many in Odisha believe that Pandian holds significant sway in day-to-day governance, with Naveen Patnaik allegedly deferring to his decisions. Access to the chief minister is reportedly controlled by Pandian, causing discontent among senior cabinet ministers and party workers.

The perception of Pandian as the ‘de facto’ chief minister has fueled resentment among some sections of society, including BJD leaders who feel sidelined by his prominence. His prominent role in the “Mo Sarkar” initiative, where he toured the state and engaged directly with citizens, further solidified his influence.

While Pandian’s rise has bolstered the BJD’s support base, it has also raised questions about the concentration of power and decision-making within the party. As Odisha gears up for assembly polls, the dynamics between Pandian and Patnaik will be closely watched, with implications for the state’s political future.
