Odisha Government Makes Saffron Shade Mandatory for State-Owned Buildings

In a move that has sparked both curiosity and controversy, the BJP-led Odisha government has issued a notification mandating the use of saffron shades for all government buildings across the state. The directive, issued by the Works Department on July 30, applies to both new constructions and existing structures during their periodic renovation or repair.

The official order states: “The government has been pleased for adoption of uniform colour code henceforth for all new government buildings as well as existing buildings at the time of periodical repair/renovation works executed.”

According to the notification, exterior walls of government buildings must be painted in RGB shades closely resembling light saffron, while the borders are to adopt a terracotta tone. The decision is applicable to all state government departments, public sector undertakings (PSUs), and related institutions.

The move is being seen as part of the BJP’s broader efforts to establish a visual identity aligned with its political symbolism, as saffron is widely associated with the party. However, the directive has already drawn criticism from opposition parties and civil society groups, who argue that the decision imposes a political colour on public infrastructure.

While the government has not officially cited any political motive behind the decision, it maintains that the uniform colour code will bring consistency and a distinct visual identity to government buildings across Odisha.

This comes just months after the BJP formed its maiden government in the state, ending the BJD’s 24-year rule. With this directive, Odisha joins a growing list of BJP-ruled states that have adopted saffron or similar hues for public buildings, sparking a wider debate on the politicisation of state infrastructure aesthetics.
