Odisha Becomes First State to Roll Out Energy Transition Policy: Deputy CM Singh Deo

Bhubaneswar, July 18 : Odisha has become the first Indian state to implement a comprehensive Energy Transition Policy, marking a significant step towards a low-carbon and sustainable future. Deputy Chief Minister K.V. Singh Deo, who also holds the Energy portfolio, made the announcement during a workshop on the draft policy held in Bhubaneswar on Thursday.

“Odisha is not just participating in the energy transition—we are leading it,” said Singh Deo. Highlighting the state’s steady 7% GDP growth and its disproportionately high share in national emissions, he underlined the urgency and strategic intent behind the policy, describing it as a roadmap built on accountability, innovation, and measurable progress.

The workshop brought together stakeholders from various sectors including Industry, Health, Urban Development, Agriculture, and Fisheries, along with international institutions like the Asian Development Bank (ADB). It aimed to foster cross-sectoral collaboration and outline an actionable path for the policy’s execution.

Principal Secretary of the Energy Department Vishal Kumar Dev emphasized that the policy integrates renewable energy adoption, energy efficiency, and green employment to build a future-ready energy framework. Dr. Satya Priya Rath, Managing Director of GRIDCO, affirmed the company’s commitment to supporting sectoral emission reductions aligned with national climate targets.

ADB’s Regional Director Sujata Gupta expressed interest in supporting Odisha’s initiatives, noting the institution’s global experience in energy transitions. Sreyamsa Bairiganjan of Shakti Sustainable Energy Foundation praised Odisha’s leadership, while Padam Prakash, Partner at PwC, showcased a data-driven roadmap to align various departments’ strategies with the state’s energy goals.

The session concluded with a call to action among stakeholders, reinforcing Odisha’s commitment to becoming a model state in India’s energy transformation journey.
