Odisha Introduces De-Addiction Cess Excise Policy

The Odisha Government on Thursday unveiled a new excise policy introducing a ‘de-addiction’ cess, along with a hike in licence fees and a restructuring of the revenue framework.

Announcing the policy in the Assembly, Excise Minister Prithiviraj Harichandan said the new framework will remain in force for three years, from April 1, 2026, to March 31, 2029.

The minister stated that the policy aims to strengthen revenue generation while also addressing social concerns linked to alcohol consumption. The introduction of a ‘de-addiction’ cess is intended to support initiatives focused on reducing substance dependence and promoting public health.

Harichandan added that the revised structure includes an increase in licence fees for stakeholders in the excise sector, alongside measures to streamline and improve the efficiency of revenue collection.

The move reflects the state’s effort to balance fiscal priorities with social responsibility, with further details on implementation expected to be rolled out in due course.
