NHRC Urges States to Protect Vulnerable Groups from Heatwaves

The National Human Rights Commission (NHRC India) has directed 21 states and the National Capital Territory of Delhi to take immediate preventive measures to safeguard vulnerable populations from the rising threat of heatwaves.

The advisory has been issued to states including Andhra Pradesh, Maharashtra, Uttar Pradesh, West Bengal, Tamil Nadu and others, urging coordinated and inclusive action in line with existing disaster management guidelines.

The Commission highlighted that extreme heat disproportionately affects economically weaker sections, outdoor workers, the elderly, children, infants, newborns and the homeless, who often lack adequate shelter and access to essential resources.

Citing National Crime Records Bureau (NCRB) data, the NHRC noted that 3,712 deaths due to heatstroke or sun exposure were reported in India between 2019 and 2023, underscoring the urgency of preventive action.

States have been asked to implement Standard Operating Procedures (SOPs) and follow guidelines issued by the National Disaster Management Authority (NDMA India) to reduce risks, prevent casualties and ensure timely relief.

The Commission also stressed the need for district-level monitoring and has sought consolidated action-taken reports from all states and Union Territories.

Officials said the measures are aimed at strengthening preparedness, improving coordination and ensuring protection of human rights during extreme weather conditions.
