New Labour Codes Strengthen Security for Bidi and Cigar Workers
The recently implemented Labour Codes have significantly enhanced the rights, social security, and working conditions of India’s bidi and cigar workforce, marking a major step toward protecting workers’ dignity and well-being.
The reforms, brought under the Occupational Safety, Health and Working Conditions (OSHWC) Code 2020, Code on Wages 2019, Code on Social Security 2020, and Industrial Relations Code 2020, ensure universal minimum wages, formalisation through appointment letters, timely payment of wages, and floor wages fixed by the government. Overtime work is now paid at double the normal wage rate, and employees are entitled to annual leave with wages after 180 days of work.
Workplace safety and welfare have also been strengthened. Employees now receive free annual health check-ups, protection against gender discrimination, improved facilities including cleanliness, drinking water, restrooms, and canteens, and accidental compensation covering commuting to and from work.
Social security benefits have expanded with pan-India ESIC coverage, extended bonus provisions, and increased claim periods, providing workers with greater financial stability. The definition of “family” for female employees now includes parents-in-law, ensuring broader support under social security schemes.
These reforms collectively ensure that bidi and cigar workers enjoy safer, healthier, and more inclusive workplaces, elevating their social and economic status while safeguarding their rights.
Officials hailed the Labour Codes as a landmark move that formalises the sector, guarantees dignity, and empowers workers to lead secure and stable lives.
