The Comptroller and Auditor General of India (CAG) has flagged several financial irregularities and implementation deficiencies in Odisha's 5T High School Transformation Programme, introduced by the previous BJD government to improve school infrastructure and learning environments.
The School and Mass Education Department launched the programme in 2021 as part of an initiative to transform government high schools by upgrading infrastructure and creating better facilities for students.
According to the CAG findings, the implementation of the programme was affected by financial and procedural lapses. The audit also pointed to deficiencies in documentation, adherence to prescribed financial procedures and monitoring of expenditure.
The programme was implemented through the Mo School Abhiyan Parichalana Sangathan (MSAPS), Odisha School Education Programme Authority (OSEPA) and district collectors.
The CAG's performance audit covered the functioning of Odisha's school education system for the relevant audit period. The report was tabled in the Odisha Assembly on September 28, 2026.
The audit observations are intended to help the state government strengthen financial management, monitoring and implementation mechanisms in school education programmes. The CAG has also emphasised corrective action to improve the management of public funds and programme execution.
