Odisha launches India’s first fully automated e-Lok Bhavan App

Bhubaneswar, Feb 13: Odisha has become the first state in the country to introduce a fully automated appointment and visitor management system at the Governor’s House with the launch of the e-Lok Bhavan Odisha App.

Governor Hari Babu Kambhampati inaugurated the secure, web-based platform at Lok Bhavan on Friday, marking a significant step toward digitising citizen engagement with the Governor’s Secretariat. The initiative aligns with Prime Minister Narendra Modi’s Digital India vision and reflects Lok Bhavan’s emphasis on innovation, transparency and sustainability.

The new application streamlines appointment scheduling, grievance submissions and visitor access into a single, user-friendly system. Earlier, citizens had to rely on extensive paperwork and multiple visits to manage appointments. The automated platform now enables online booking, real-time status tracking, and instant notifications via SMS and WhatsApp.

Visitors will receive QR code-based e-gate passes for secure entry once their requests are approved. The system also provides centralized dashboards for officials, website integration and a 360-degree virtual tour of Lok Bhavan. Citizens can register using their mobile numbers, submit requests and monitor approvals online, ensuring transparency and accountability through a structured, role-based workflow.

In a further move towards sustainability, Lok Bhavan has been converted into a net-zero campus powered entirely by solar energy. The Governor’s official fleet now operates on electric vehicles, reinforcing the commitment to clean energy. The campus also features Atal Van, an ecological park dedicated to former Prime Minister Atal Bihari Vajpayee, blending sustainability with heritage and innovation.

Speaking at the launch, Governor Kambhampati said leveraging technology to streamline appointments and visitor management would enhance administrative efficiency, reduce procedural delays and ensure secure, seamless interaction with the Governor’s Secretariat.

The event was attended by Governor’s Commissioner-cum-Secretary Roopa Roshan Sahoo and other senior officials.
