Odisha Govt Approves ₹4,879-Crore ‘Samrudha Sahar’ Scheme for Urban Development

In a major push towards planned urbanisation and regional balance, the Odisha government on Wednesday approved the ambitious ‘Samrudha Sahar’ scheme with a total outlay of ₹4,879.30 crore.

The decision was taken during a state cabinet meeting chaired by Chief Minister Mohan Charan Majhi. The scheme is designed to promote integrated and sustainable development of urban areas across Odisha, ensuring equitable infrastructure and service delivery in both major cities and smaller towns.

Chief Secretary Manoj Ahuja, briefing the media after the cabinet meeting, said, “The ‘Samrudha Sahar’ initiative is a milestone in the state’s long-term urban policy. It will contribute significantly to Odisha’s vision of becoming a developed state by 2036.”

The cabinet also cleared 12 additional proposals during the session, details of which are expected to be released shortly.

Officials said the new scheme would focus on essential urban services such as water supply, sanitation, waste management, housing, and public transport, while also fostering economic growth and resilience in urban infrastructure.

The launch of ‘Samrudha Sahar’ is seen as a strategic step by the newly formed government to address the growing needs of Odisha’s rapidly urbanising population and to reduce the development gap between large urban centers and smaller municipalities.
