Mission Karmayogi Redefining Governance Through AI-Driven Capacity Building: Dr Jitendra Singh
Union Minister of State for Personnel, Public Grievances and Pensions Dr. Jitendra Singh on Thursday said Mission Karmayogi is transforming India’s governance framework by shifting it from a rule-based system to a role-based, outcome-oriented approach, in line with the vision of Prime Minister Narendra Modi.
Addressing the event on “AI for Capacity Building: Transforming Governance”, organised by the Capacity Building Commission (CBC) and Karmayogi Bharat in partnership with the India AI Mission, the Minister stressed that capacity building in government must be continuous, adaptive and aligned with the evolving responsibilities of civil servants.
Dr. Jitendra Singh said the iGOT Karmayogi platform marks a decisive shift from “rule to role”, enabling officers to perform their duties with greater clarity, accountability and effectiveness. He noted that while traditional systems focused on entry-level qualifications, Mission Karmayogi prepares officers for diverse, real-world responsibilities across their careers.
Highlighting the steady expansion of Mission Karmayogi, the Minister said it now covers officials across ministries, departments and levels, and has also been extended to newly recruited officers through Mission Karmayogi Prarambh, which is offered along with appointment letters during Rozgar Melas.
Emphasising the growing role of technology, Dr. Jitendra Singh said Artificial Intelligence must act as an enabler in governance. He pointed out that AI-driven tools such as AI Saarthi, AI Tutor and AI-based Capacity Building Plans on the iGOT platform are enabling personalised learning, faster planning and improved service delivery. He underlined that a hybrid model combining artificial intelligence with human intelligence is essential for building a future-ready and responsive public administration.
A key highlight of the event was the launch of “Karmayogi Classroom”, an AI-enabled feature on the iGOT Karmayogi platform aimed at enhancing interactive, contextual and personalised learning for civil servants.
The event was attended by senior officials including DoPT Secretary Smt. Rachna Shah, CBC Chairperson Smt. Radha Chauhan and Karmayogi Bharat Chairperson Shri Subramanian Ramadorai, along with representatives from academia, industry and training institutions.
Setting the context, CEO Karmayogi Bharat Smt. Chhavi Bhardwaj said iGOT has emerged as the backbone of public sector capacity building, with over 1.5 crore learners and more than 6.7 crore course completions. Concluding his address, Dr. Jitendra Singh stressed that learning must remain a constant process in governance and that AI should always be guided by human judgement, ethics and responsibility.
