Budget 2026 boosts Odisha growth prospects in eco-tourism, mining, waterways

Bhubaneswar, Feb 1 : The Union Budget 2026–27 has laid out a fiscal roadmap aimed at boosting Odisha’s growth prospects by promoting eco-tourism, strengthening the mining sector and developing inland waterways for environmentally sustainable cargo transport.

Presenting the Union Budget in Parliament on Sunday, Union Finance Minister Nirmala Sitharaman announced the development of ecologically sustainable turtle trails along key nesting sites in Odisha, Karnataka and Kerala, giving a significant push to coastal eco-tourism.

The initiative is expected to provide a major facelift to Odisha’s eco-tourism sector, particularly at the Olive Ridley sea turtle nesting beaches. The Gahirmatha rookery in Kendrapara district, widely recognised as the world’s largest nesting site of Olive Ridley turtles, attracts millions of turtles every year for mass nesting between February and March.

Apart from Gahirmatha, mass nesting of Olive Ridley turtles is also witnessed at the Rushikulya river mouth and Devi river mouth along the Odisha coast. Each turtle lays around 120 to 150 eggs, with hatchlings emerging after about 45 to 50 days, making these sites crucial for conservation-linked tourism.

In a major boost to the mining sector, the Finance Minister announced the establishment of dedicated Rare Earth Corridors in four mineral-rich states, including Odisha. The proposed corridors will promote mining, processing, research and manufacturing of rare earth minerals.

“A Scheme for Rare Earth Permanent Magnets was launched in November 2025. We now propose to support the mineral-rich States of Odisha, Kerala, Andhra Pradesh and Tamil Nadu to establish dedicated Rare Earth Corridors,” Sitharaman said in her budget speech.

To enhance domestic chemical production and reduce import dependency, the Centre also proposed a scheme to support states in setting up three dedicated Chemical Parks through a challenge-based route on a cluster-based plug-and-play model. The initiative is expected to benefit Odisha by creating industrial and employment opportunities.

The budget further emphasised skill development to support inland water transport. Existing training institutes will be upgraded into Regional Centres of Excellence to develop skilled manpower, generating new employment opportunities for youth along major waterways.

To promote environmentally sustainable cargo movement, the Finance Minister proposed to operationalise 20 new National Waterways over the next five years, beginning with National Waterway-5 in Odisha. The waterway will connect mineral-rich regions of Talcher and Angul and industrial hubs like Kalinga Nagar with the ports of Paradeep and Dhamra.

The integrated approach combining eco-tourism, mining, industrial development and waterways infrastructure is expected to contribute significantly to Odisha’s economic growth while promoting sustainable development.
